It explains the difficulties encountered in contracting and running the projects and how obstacles have been overcome. It describes the advantages of involving international organisations for coordination and for avoiding overlapping. It also describes some of the difficulties in meeting the needs and expectations of the Beneficiary and at the same time respecting all the TACIS legal and financial rules.|
