		Pillars of safeguards culture
		It’s necessary that the security culture does not remain within the
		concerned organizations and their personnel. Each one in its
		domain, has to make the effort to inform the public and the media.
		This must be felt by the public like a sign of professionalism,
		competence and responsibility of all actors. It must contribute to
		establish the confidence of each one in nuclear safeguards.
		
		ESARDA has to play a major role in this field
		ESARDA is a unique place where operators, research centers,
		safeguards agencies and regulators could develop a full dialogue on
		safeguards matters.
		ESARDA through all the different WG could address all the topics
		involve in safeguards : best techniques, best practices, tutorial,
		publication, …
		
		ESARDA has to play a major role in this field
		ESARDA need to have, as members, the largest representation of
		the European safeguards community.
		This is requested by necessity to discuss and share all experiences
		relates to : distribution of responsibilities, commitments,
		management structures, resources, definition and control of working
		practices, qualifications and trainings, audits, reviews,
