But most of the decisions on the assessment and management of real-world problems, such as differentiated and efficient control of human health or the environment, comprehensive food safety surveillance or modern industrial process development, are currently based on parameters which are not directly traceable in a straightforward manner to SI. Therefore, various measurement communities are setting up so-called reference measurement systems for allowing the international and longer-term comparability of measurement data. This presentation will explain the role of reference materials (RM) is such systems as well as the establishment of metrological traceability for non-SI based units of measurement. The interdependence between characteristics of reference materials and their applicability in the various steps of the total analytical process will be outlined. Recommendations for the various stakeholders which are producing, evaluating, assessing and using relevant measurement data will be derived. These include consequences for accreditation schemes and their operation as well as for the international metrology infrastructure. Recent examples from environmental, food and clinical analysis will illustrate present possibilities and limitation in the corect selection and use of reference materials for quality assurance. Moreover, the influence of RM properties and available information, which is accompanying special reference materials, on the international comparison of the performance of measurement methods and laboratories, respectively, will be discussed.
