ICT-Enabled Social Innovation in Support of Public Sector Reform: the Potential of Integrated Approaches to Social Services Delivery to Promote Social Investment Policies in Europe
In a context of economic crisis and ageing population arises the idea of social investment as the preparation of citizens throughout their lives to confront risks. It supposes a better use of public resources, so it can result in considerable savings later on. In this context, a number of innovations are emerging, most enabled by Information and Communication Technologies (ICTs). The aim of this article is to characterize the phenomenon and its underlying elements so to advance a proposal of a conceptual and analytical framework to analyse initiatives promoting social investment with regard to integrated approaches to social services provision
