This paper aims to contribute to the ongoing debate on the future of European integration by framing the discussion on potential new own resources for the EU (and, in perspective, for a EMU) budget. It provides a qualitative assessment of several potential financing instruments against a number of criteria pertaining to the specific objectives to be achieved as well as their feasibility. In addition, moving away from institutional considerations, it evaluates the degree of cyclical and structural convergence in the main tax aggregates across the EU Member States.
