The current energy policy framework foresees a substantial reduction of energy consumption in buildings by 2020. According to the recast of the Energy Performance of Building Directive (EPBD), Nearly zero energy buildings (NZEBs) represent the European building target from 2018 onwards. This report makes an assessment of the development of the NZEB concept in Member States. It analysis NZEBs definitions, intermediate targets and policies towards NZBEs. National Plans and other sources of information have been considered to evaluate the current status of the European progress towards NZEBs. The report shows the main aspects to be further strengthened to successfully implement NZEBs in Member States.
