Cost-benefit analysis of the Voluntary Common European Union Certification Scheme (EVCS) implementation

This report assesses the potential benefits of the implementation of a European-wide voluntary certification scheme for non-residential buildings. Arising from Article 11 (9) of the Energy Performance of Buildings Directive, the European Voluntary Certification Scheme or EVCS should present as a tool for organizations in the European market to use in their non-residential buildings. An analysis is made of the already existing green building voluntary schemes and an evaluation of the potential impact of the EVCS in terms of the increased costs and potential benefits both for building owners and the construction industry in terms of direct financial benefits, energy savings and the construction industry ripple effect. An analysis of the EU non-residential building stock was performed which lead to a buildings stock projection to 2020. This analysis has allowed for the projection of scenarios of the uptake of the EVCS allowing to estimate the potential impact of this tool in a EU-wide scope with different levels of the scheme uptake.
