dc.description.abstractThis report explains the main elements of a conceptual framework for resilience. The framework was developed in consultation with several Directorate Generals of the European Commission, participating in the Research Network on the Measurement of Resilience, which was jointly established by JRC and EPSC in 2016. The conceptual framework was designed to serve the policy DGs in their policy-making activities by creating a common understanding of the concept and paving the way towards a measurement and monitoring facility.en_GB
