The paper address two key questions. First, it is discussed whether trade control outreach activities represent a tool for developing trade standards. Second, it is examined whether there is a model for export control outreach activities and what actions could be taken to better articulate and reinforce the EU outreach paradigm. The focus is on the EU experience although most of the observations concern equally outreach programmes implemented by other donor countries and organisations.
