Is it possible to implement a complex adaptive systems approach for marine systems? The experience of Italy and the Adriatic Sea
This paper evaluates the implementation of the Marine Strategy Framework Directive (MSFD) in the Adriatic Sea. The MSFD is the first policy for marine complex adaptive systems in the EU. However, ecological and jurisdictional boundaries overlap and cross-border cooperation is often low. As a result, the integrative assessments of marine systems may be impossible to achieve. The paper presents a framework of reference for marine complex adaptive systems, introduces the methodology followed to develop the case study in the Adriatic Sea and presents the results of the investigation.
