Abstract: The objective of this project is to revise the existing EU Ecolabel criteria relating to Lubricants (Commission Decision 2011/381/EU ). This preliminary report is intended to provide the background information for the revision of the criteria. The study has been carried out by the JRC Directorate B – Growth and Innovation with technical support from LEITAT. The work is being developed for the European Commission's Directorate General for the Environment. The EU Ecolabel criteria form key voluntary policy instruments within the European Commission’s Sustainable Consumption and Production and Sustainable Industrial Policy (SCP/SIP) Action Plan and the Roadmap for a Resource-Efficient Europe. The Roadmap seeks to move the economy of Europe onto a more resource efficient path by 2020 in order to become more competitive and to create growth and employment. The EU Ecolabel promotes the production and consumption of products with a reduced environmental impact along the life cycle and is awarded only to the best (environmental) performing products in the market. An important part of the process for developing or revising EU Ecolabel criteria is the involvement of stakeholders through publication of and consultation on draft technical reports and criteria proposals and through stakeholder involvement in working group meetings. The main purpose of the technical report is to summarise the results of the preliminary analysis of the current criteria and to discuss if the criteria are still appropriate and up-to-date or if they should be revised, amended or some of them removed; and finally, and if any new criteria should be added. This technical report is supported and complemented by the preliminary report published in December 2016. The preliminary report includes scope and definition, market analysis, and technical analysis. Moreover, a first draft revision of the technical report (TR1.0) was published in December 2016 and has built the basis for the first Ad-hoc Working Group meeting (AHWG1) which took place in February 2017. A second version of the Technical report was produced after the AHWG1. The revision process has continued with a second AHWG meeting, organized in October 2017. The aim of the 2nd AHWG meeting was to discuss and further complete the second criteria proposal. As a result of this process this 3rd draft of the technical report (TR3.0) was prepared, which includes the latest criteria proposal along with the comments received during the consultation process. Final written consultation took place in February 2018. After the consultation the final version of the report and criteria proposal has been produced.
