JRC COVID-19 de-escalation modelling: framework for linking health and socio-economic factors
Building the necessary tools for monitoring and planning the containment of COVID-19 at EU level
In its communication on a roadmap for lifting of COVID-19 containment measures, the Commission proposes to develop EU level tools as well as guidelines, both for public health and the economic response. This report develops a framework to link epidemiological and socio-economic models, necessary to provide quantitative data supporting a transition from general to targeted containment measures.
The framework serves two purposes. First, it allows the evaluation of policy scenarios (e.g. de-escalation phases proposed by Member States) simultaneously in health and economic terms. It can be used at different geographic levels by National Authorities, regional authorities or the European Commission. Second, it can be used as a monitoring and early warning system to identify regions where health and/or economic indicators diverge. In particular the data elements of the framework may be reused by other actors: the JRC contact matrix, the JRC case database and the JRC measures database.
