Policies, Practices, and Political Reforms within the European Union
Cross-national achievement surveys such as the OECD’s Programme for International Student Assessment (PISA) and the Programme for the International Assessment of Adult Competencies (PIAAC) have been widely used as a policy instrument across the European Union. This volume examines the range and salience of different international achievement surveys within a range of European nations: Germany, France, Italy, Netherlands, Sweden, Finland, Ireland, Poland, and Estonia. Collectively, the national profiles provide a critical analysis of the use (and misuses) of cross-national achievement surveys for monitoring educational outcomes and policy formation. The volume concludes with a discussion of the trends and trajectories of education reform associated with cross-national achievement surveys and offers insights into the future of transnational governance within the European Union.
