Level(s) beta test phase analysis: Identification of horizontal themes and necessary technical updates from user survey feedback
In 2017, the JRC published a beta version of Level(s), a common EU framework of indicators that can be used to assess the sustainability of buildings. Each indicator is linked to one of 6 key ‘macro-objectives’ that concern life cycle resource efficiency for the building sector.
1 - Greenhouse gas emissions along a building’s life cycle
2 - Resource efficient and circular material life cycles
3 - Efficient use of water resource
4 - Healthy and comfortable spaces
5 - Adaptation and resilience to climate change
6 - Optimised life cycle cost and value
An introduction to Level(s) and guidance about how to carry out assessments in building projects with the aforementioned indicators was published by the JRC prior to a 2 year testing phase.
A total of 130 projects from 21 different countries registered to test the Level(s) indicators in building projects. In the end, 80 projects from 16 countries were able to provide quantitative test results and survey feedback about the beta version of Level(s).
This report presents the final findings, presented as horizontal themes and indicator-specific technical updates, which became clear after a detailed analysis of the feedback received. For transparency, the data from survey responses and follow-up interviews is provided in two annexes. These findings will inform how the beta version of Level(s) should be revised prior to being officially launched.
