Covenant of Mayors 2020: Drivers and barriers for monitoring climate action plans

How to ensure effectiveness of climate change mitigation policies? For the past decades, local climate action has been amongst the main global priorities. The Covenant of Mayors initiative is a major example of bottom up climate initiative gathering municipalities of all sizes towards GHG reduction under a harmonised framework. Now would be the time to assess the impact and effectiveness of the planed actions, based on the results of a monitoring exercise. However, the level of monitoring reported, required an initial in-depth analysis of this exercise. This paper describes how, despite technical and financial barriers, key factors like the direct involvement of local staff and stakeholders in participatory processes from an early stage, and accurate budget allocation, or to develop the plan and deploy actions as soon as possible enabled covenant municipalities to track and monitor their progress towards their climate target.
