The multidimensional aspects of inequality of opportunity in the EU
This policy brief delves into the impact of exogenous circumstances beyond the control of the individual (such as parental socio-economic status, gender or place of birth) on future life outcomes, looking at how inequality of opportunity varies across countries and life domains. Firstly, using the Survey of Health, Ageing and Retirement in Europe (SHARE), we perform a cross-country comparison of inequality of opportunity among elderly Europeans, with a specific focus on health, financial difficulties and overall life satisfaction. Our empirical findings suggest that inequalities of opportunity in the health and economic domains tend to be higher in southern EU countries than in northern Member States. Secondly, using more granular data from Dutch administrative registers, we also find a significant degree of heterogeneity at municipal level in the estimated values of inequality of opportunity for income and education.
