This report has been conducted by the European Commission’s Joint Research Centre on behalf of DG Energy with the objective to give an overview of the use that investors and financial institutions can make with the information from Energy Performance Certificates (EPCs). The report takes a look onto what are EPCs and their use by financial institutions, has a look into the financial institutions standard risk assessment concerning energy performance investments and the different types of risks associated to performance-based investment and different endogenous risks. A connection to EPCs for investors is made and an evaluation of the current awareness and use of EPCs by financial institutions in building-related investments is made. A suggestion of what may be the requirements for the success of using EPCs in this context, which are the barriers todays and flaws from the financial institutions perspective were presented along with specific recommendations.
