Best practices for planning and construction of thermal networks identified in the EU

The study started with the identification and in-depth analysis of experiences and best practices in both the urban planning and construction phases for thermal networks of use cases in eight different EU countries. Common lessons learned have been derived to accelerate the expansion of these networks. Besides, differences in approaches are part of the outcome including an explanation of the nature of these differences, e.g. the way the energy landscape is organised in a country. This report provides recommendations based on the experiences of the use cases and describes which best practices can be replicated including the boundary conditions that need to be in place. Best practices are grouped in 5 categories, i.e. business case and costs, governance, social acceptance, regulation, policy and subsidy, and other strategic items.
