JRC Statistical Audit of the Resilience Dashboards
The Resilience Dashboards are multidimensional monitoring tools which assess the Vulnerabilities and Capacities of the European Union and its Member States on four dimensions: social and economic, green, digital, and geopolitical.
The statistical assessment presented herein was performed by the European Commission’s Joint Research Centre’s Competence Centre on Composite Indicators and Scoreboards (COIN) and aims to contribute to ensuring the transparency of the methodology of the dashboards and the reliability of the results. The report touches upon data quality issues, the conceptual and statistical coherence of the framework and the impact of modelling assumptions on the results.
Differently from the audit of a single composite indicators, this documents deal with eight monitoring tools, two for each thematic dashboard. For this reason, the document starts from the considerations that are common to all the dashboards and continues with specific chapters were the statistical features of the single dashboards are analysed.
Unlike a composite indicator that needs to focus on a central message to carry, a dashboard aims to carry the most extensive information possible, even if it is conflicting. The analysis of correlations and added values underlined the diverse and multivariate nature of the four dashboards. It supports the use of the aggregated measures at areas and classes level as navigation tool, useful for the exploration of the dashboards.
