Corporate micro-data in the EU Emission Trading System (EU ETS)
A collection, standardisation and matching process to link EUTL accounts to ORBIS firm-level data
Data regarding the European Union Emissions Trading Scheme (EU ETS), both on compliance and trading, are administered and provided to the public by the European Transaction Log (EUTL). The analysis of the behaviour of companies in the EU ETS or of its impact on them is however limited by the fact that companies are not directly represented in the EUTL data structure. In particular, the connection between firms and EU ETS accounts operating regulated installations or trading allowances, cannot be inferred directly.
This project reviews initiatives to map accounts to firm level data and further builds on them to provide a transparent and scalable process, minimizing the need for manual validation. The outputs of the report are:
(i) a systematic and formalised matching process (mapping and validation) supported by Python scripts and (ii) a data set resulting from the application of this matching process to the list of account holders in EUTL.
The JRC-EU ETS-FIRMS dataset provides users with information about the matching process, and to easily connect to the appropriate Bureau van Dijk databases and retrieve additional company data. It is publicly available at the Data for the Energy Union collection on the JRC Data Catalogue. The author gratefully acknowledges permission by Bureau van Dijk to use and publish the associated identification codes.
The reports also provides suggestions for the future improvement and maintenance of this dataset.
