Towards testing interoperability of ICAO Visible Digital Seals (VDS)
The present document provides a description and a proposal for testing Visible Digital Seals implementations complying with ICAO specifications.
Commission Implementing Decision C(2020) 2672 mandates the introduction of a Visible Digital Seal (VDS), on uniform format for visas. The digital seal, cryptographically signed, includes the data printed on the visa sticker and should enable control authorities to verify the authenticity of visas by comparing the printed data and those included in the digital seal. This is especially important where access to the Visa Information System is not possible. The VDS enters into force at the end of April 2022, but a six months transitionary period is foreseen.
The transitionary period offers an opportunity to test interoperability of the technical solutions implemented by the Member States to create, sign, print and verify the VDS.
In this document we briefly describe the two types of tests that can be executed, namely conformity test and interoperability tests, addressing interoperability of different VDS reading applications with different printed VDS, and we provide a proposal for test setup and test scenarios for both cases.
