Transport Poverty: A systematic literature review in Europe
Transport systems are a very powerful tool for overcoming deprivation, reducing inequalities and ensuring access to essential services. However, studies have observed that certain population groups are particularly vulnerable to transport conditions. Adverse transport systems may hinder their socioeconomic activities, reducing chances of development, and pushing them to poverty and social exclusion. Transport poverty means the lack of available, affordable and accessible transport alternatives which restrict the mobility of a person to a certain area, hindering their essential activities and participation in society.
This report aims to improve the understanding of transport poverty in the European Union and to analyse its many components through a systematic literature review, in the light of the current societal changes such as the ones triggered by the COVID-19 pandemic and future challenges regarding new services, digitalisation, climate change and transition towards the climate neutrality. We highlight the importance of having an EU wide definition and measurement for transport poverty, and suggest a way to define it based on the review. We emphasise the importance of prioritising the most sustainable transport modes, such as active transportation and public transport, along with urban and rural development and housing policies in order to reduce chances of falling into transport poverty, while transforming the built environment to make it sustainable, fair, just and inclusive.
