JRC Statistical audit of the Women’s Empowerment Progress Index 2022

The Women’s Empowerment Progress Index (WEPI) of The European House – Ambrosetti is a composite indicator that aims to track and measure progress in multiple domains of women’s empowerment. In particular it includes 21 key performance indicators covering 5 areas (pillars) of women’s empowerment in the G20 countries plus Spain (included as a permanent host). The European Commission’s Competence Centre on Composite Indicators and Scoreboards (COIN) at the Joint Research Centre (JRC) in Ispra was invited by the developers to audit the first edition of the Women’s Empowerment Progress Index. JRC-COIN aims to help ensure the transparency of the index methodology and the reliability of its results. This JRC-COIN audit focuses on data quality, the statistical soundness of the multi-level structure of the index, and the impact of key modelling assumptions on the results. The analysis suggests that the WEPI is reliable and the framework has good statistical coherence. The Index’s ranks are shown to be representative of a plurality of scenarios, and robust to some methodological changes and the pillar weights. However, JRC-COIN has made some suggestions for possible refinements, especially regarding the treatment of missing values and outliers.
