Interim evaluation of the activities of the Joint Research Centre under Horizon Europe and Euratom 2021-2025 - Final report of the evaluation panel
This report provides an assessment of the European Commission's Joint Research Centre (JRC) under Horizon Europe and the Euratom research and training programme 2021-2025, prepared by a Panel of nine independent experts. As defined in the regulations establishing the funding programmes, the Panel evaluated the effectiveness, efficiency, coherence, impact and EU added value of the JRC's activities in 2021-2022. The Panel's assessment will support the evaluation of the JRC's contribution to the overall research programmes and as the European Commission's in-house science service.
The Panel was satisfied with the performance of the JRC under both research programmes. Its work was deemed relevant and of high quality, promoting and enhancing the coherence and effectiveness of EU policies. Judging by commonly used scientific impact indicators, its research is at the frontier in many areas and compares well with top organisations focussing on research and/or research-based policy support. The Panel saw positive developments also in the newly introduced working methods and working closer with the Commission departments responsible for defining EU policies. The report contains a number of other observations and a recommendation to strengthen cooperation with the Member States. In addition, the Panel supports efforts to increase funding through the Euratom programme to maintain its expertise, services and infrastructure.
