This publication is a Technical Report on the Copernicus Emergency Management Service’s Global Flood Monitoring (GFM) product, which is operated by EODC (Earth Observation Data Centre for Water Resources Monitoring GmbH) in collaboration with the JRC (Joint Research Centre), the European Commission’s science and knowledge service. The aim of the report is to describe the annual product and service quality assessment of the operational GFM product, which has been performed and reported on a quarterly basis during 2022. Specifically, the report presents and discusses the 2022 quality assessment results for: (a) the two main GFM output layers, i.e. Observed Flood Extent and Reference Water Mask; (b) the GFM processed archive of worldwide observed floods and water bodies; (c) the GFM product timeliness, service availability and user uptake; and (d) the GFM Exclusion Mask. The validation of the GFM output layers Observed Flood Extent and Reference Water Mask has been carried out based on 12 selected Use Cases of worldwide flood events that occurred during 2021-2022.
