Guidelines for Horizon Europe 2024
The Copernicus Security Services (CSS) is one of the six services of the European Union's Space Programme Copernicus component. CSS provides timely information to support the Union's security, safety, law enforcement, as well as EU international policies and commitments through three dedicated Earth Observation-based services: Maritime Surveillance, Border Surveillance, and Support to EU External Actions. The EU Space Programme Regulation came into force in 2021, marking the beginning of the second phase of CSS operations. It also underlined the importance of ensuring the evolution of CSS and reinforcing the link with Horizon Europe to meet the evolving security needs and challenges of the EU. The Strategic Research Agenda (SRA), led jointly by JRC and DEFIS, sets the foundation for a coordinated service-driven effort to enhance the fitness-for-purpose and outreach of the Security Services. It aims to facilitate the transition of research outcomes into operational applications, streamline European efforts to prevent redundancies, and promote European autonomy, industrial competitiveness, and leadership in utilizing space for security-related applications. The SRA also sets the priorities for the HORIZON-CL4-2024-SPACE-01-36 call, providing guidelines for two main actions: I) Innovative methods and technologies to explore new and enlarged data sets and data processing paradigms and II) Enlarging service outreach and improve response to user specific and regional needs.
