Capacity for implementation of innovation policy based on Smart Specialisation in Türkiye
The successful implementation of the Smart Specialisation approach in the EU has brought this concept to the attention of the EU Enlargement and Neighbourhood Region. Over the past six years, the majority of countries and economies in this region have initiated the Smart Specialisation process. Many have progressed to the final stages of the design process, while a few are already deeply engaged in the implementation phase. To support this process, the Joint Research Centre has developed targeted frameworks for the application of Smart Specialisation in a specific non-EU context. As Türkiye prepares to re-launch the development of Smart Specialisation Strategies (S3), it aims to apply the guidelines delineated in the S3 design and implementation
frameworks used in the EU Enlargement and Neighbourhood Region. This study seeks to explore the capacities of the national and regional innovation ecosystems in Türkiye to adopt appropriate Smart Specialisation frameworks and methodologies, leveraging their innovation potential.
