Fostering transnational collaboration in IAS management to combat invasive alien species

Invasive Alien Species (IAS) management represents a complex, interjurisdictional challenge. Yet, IAS are one of the five major causes of biodiversity loss worldwide, and prevention is the most cost-efficient action against their negative effects. A three-phase hybrid study within the “MIAS - Co-design of future invasive species monitoring: how current data can be used in transboundary governance?” research activity was developed aimed at fostering transnational collaboration in IAS management among Member States in the EU. The objectives of the study were to identify existing IAS management projects within the EU (Phase 1), investigate role players’ perspectives on transnational collaboration (Phase 2), and engage them in active discussions of challenges and opportunities (Phase 3), to pave a way forward. The results of the three phases of this report have presented pathways for fostering transnational collaboration to address IAS challenges. Results on Phase 1 showed that language and public access to outcomes on IAS management across the EU prevented reaching projects of competent authorities (CAs). Phase 2 highlighted that there is a transnational consciousness, however, the transnationality of projects is more on an academic level than a competent authority level, which suggests that CAs may be involved at a later stage of projects. As a result, projects methodologies or advancements are rarely used in MS action plans against IAS. Workshop results (Phase 3) confirmed strengths and weaknesses of the questionnaire, but these were not further elaborated suggesting significant gaps that remain in terms of protocols, plans and chains of actions necessary for effective management. In conclusion, this report presents a set of recommendations that take into account the identified opportunities.
