Quantitative “science for policy” evaluation: are Science for Policy Organisations operating in Pasteur’s Science for Policy Quadrant?
This paper explores a new approach to evaluating the policy impact of public research organisations through Overton and SciVal’s impact module. Organisations dedicated to providing scientific support and advice to policy makers, such as the European Commission’s Joint Research Centre, are actively exploring ways to complement traditional bibliometric assessments of their research outputs with measures of policy impact. They have a particular interest in assessing also non-traditional research outputs (reports and briefs) as these provide an important channel to inform policy makers. The paper shows that of the 20 organisations studied, 2 stand out for having a high impact on both science and on policy as measured through citations in these types of documents. These organisations could be said to operate in Donald Stokes’ Pasteur’s Quadrant. At the level of individual articles, there is a strong correlation between scientific and policy citation impact for some organisations. For other organisations, however, this correlation is considerably weaker. The development of new approaches to measure policy citation impact raises a number of methodological and research policy questions. The paper is intended to kick start this discussion before the widespread adoption of these tools.
