JRC Statistical audit of the Equal Measures 2030 SDG Gender Index 2024
The SDG Gender Index of Equal Measures 2030 is a multidimensional index that aligns to the normative framework of the Sustainable Development Goals (SDGs) and covers 56 gender issues in 14 of the 17 global goals in 139 countries across five regions of the world.
The developers invited the European Commission’s Competence Centre on Composite Indicators and Scoreboards (COIN) at the Joint Research Centre (JRC) in Ispra, to audit the SDG Gender Index for the third time, following the statistical audits performed in 2019 (Papadimitriou and Caperna, 2019) and 2022 (Kovacic et al., 2022). JRC-COIN aims to help ensure the transparency of the Index methodology and the reliability of its results. This JRC-COIN audit focuses on data quality, the statistical soundness of the multi-level structure of the Index, and the impact of key modelling assumptions on the results.
The analysis suggests that meaningful inferences can be drawn from the Index for the vast majority of countries. The SDG Gender Index (SDG-GI) is reliable and the framework has good statistical coherence. The Index’s ranks are shown to be representative of a plurality of scenarios, and robust to methodological changes in the imputation of missing data, the choice of aggregation weights, and the aggregation function. The SDG-GI is shown to have good statistical properties, but there always exists some room for improvements in the development methodology. To this end, JRC-COIN has made some suggestions towards improving management and imputation of missing data, the match between the conceptual framework and the statistical characteristics of the index, and the documentation of the steps considered in constructing the Index.
