JRC Statistical Audit of the Commitment to Reducing Inequality index 2024
The 2024 Commitment to Reducing Inequality Index (CRII) is a multidimensional index which ranks 161 countries for their policy performance across three pillars covering public services, progressive taxation and labour rights.
The European Commission’s Competence Centre on Composite Indicators and Scoreboards (COIN) at the Joint Research Centre (JRC) in Ispra was invited by the index developers to audit the CRII for the fifth time, after the 2017, 2018, 2020, and 2022 CRII editions. JRC-COIN aims to help ensure the transparency of the index methodology and the reliability of its results. This JRC-COIN audit focuses on data quality issues, the statistical soundness of the multi-level structure of the index, and the impact of key modelling assumptions on the results.
The analysis suggests that meaningful inferences can be drawn from the index, with a special attention on the scores and rankings of only a few countries. Overall, the CRII is an adequate tool for ranking the performance of countries’ commitment to reducing inequality. The CRII has a satisfactory statistical coherence from indicator to index, with the exception of the Tax pillar. Uncertainty analysis further shows a considerable number of countries have substantial uncertainty in the Tax pillar ranking. To this end, JRC-COIN has made some suggestions towards for possible refinements that could improve the match between the conceptual framework and the statistical characteristics of the index. Uncertainty analysis on the CRII ranking shows them to be representative of a plurality of scenarios and sufficiently robust to changes in the aggregation method and the pillar weights, except for a very few countries.
