Guidelines for Governing Interoperable Europe Act Actors
Towards Interoperable Europe Community Code of Conduct
This report provides an in-depth analysis of the roles, interactions, and collaborative frameworks among actors under the Interoperable Europe Act (IOPE Act). Through extensive stakeholder analysis and engagement methodologies - including policy discussions, workshops, and expert group consultations - the report delineates a comprehensive model of relationships among actors from EU Member States, European institutions, and relevant actors, aiming to enhance interoperability across the EU's digital public services. Key to this initiative is the Interoperable Europe Community, which leverages diverse stakeholder contributions to promote effective and seamless service delivery. The report identifies the main roles and expected contributions of stakeholders, exploring how the Interoperable Europe Board, Member States, and other actors coordinate and implement interoperability standards. The findings emphasize the necessity for strategic collaboration and proactive engagement within the community to achieve the objectives of the IOPE Act, ultimately facilitating a more integrated European digital single market.
