Unlocking opportunities: A comprehensive analysis of Nigeria's labour markets for successful labour migration and sustainable reintegration programmes

The study contributes to an evidence-based and data-supported approach to labour migration schemes and human capital development in Nigeria. With an exponentially growing population, Nigeria faces the challenge of providing opportunities for young people, including through legal and circular migration. The study analysis the economy and labour market characteristics of Nigeria, the profile of Nigerian migrants, and EU labour market needs. It hence identifies work opportunities for Nigerians in the EU based on existing skill matching as well as sectors where human capital development should take place. The proposed cooperation modalities are up- and re-skilling, and Global Skill Partnerships. These modalities can benefit different population groups and geographical areas within Nigeria. While the formulation of specific cooperation programmes would require more detailed information (particularly on skill types and levels in Nigeria), the findings of the study can already inform policy initiatives to both promote sustainable development in Nigeria and address labour shortages in the EU.
