Advancing financial literacy in the EU: challenges, opportunities, and actionable approaches

This report provides a comprehensive analysis of financial literacy across the EU, focusing on the challenges and opportunities for fostering financial competences among students. While progress has been made in aligning educational initiatives with the European Commission-OECD Financial Competence Framework, significant gaps remain in translating financial knowledge into actionable competences. Socioeconomic disparities, variability in curriculum integration, and insufficient teacher training hinder the development of financial literacy across Member States. The lack of standardised assessment tools further complicates efforts to measure and improve competences consistently. The report proposes actionable strategies to overcome these barriers based on an extensive review of EU-focused initiatives and literature. Key recommendations include developing a tool aligned with the EU competence framework to assess financial literacy among students, integrating digital and sustainable finance education into curricula, and promoting inclusive policies to address gender, socioeconomic, and immigrant disparities. Emphasising the importance of early and equitable financial education, the report highlights best practices and policy solutions to equip European youth with the skills needed for economic resilience and societal participation. By addressing these challenges, the EU can foster a more financially competent and equitable society, ensuring long-term economic stability and individual empowerment across Member States.
