The Learning as a Strategy Guide
Better implementation of EU policies and programmes could save EU taxpayers and businesses billions of euros every year. Insufficient administrative capacity can lead to problems in implementation, especially when necessary competences – knowledge, skills and attitudes – are inadequate or insufficient among implementation authorities in EU Member States. Strategic learning initiatives targeted at implementing authorities that consider their local contexts and learning needs can be an effective way of addressing the persisting implementation challenges, contribute to positive outcomes and desirable social change. The learning as a strategy (LaaS) guide is developed for EU policy and programme officers. It provides a step-by-step guide, embedding learning at the heart of policy design and delivery.
