Global Flood Monitoring - Annual Product and Service Quality Assessment Report 2024
This publication is a Technical Report on the Copernicus Emergency Management Service’s Global Flood Monitoring (GFM) product, which has been developed and implemented under a Framework Contract with the Joint Research Centre (JRC), the European Commission’s science and knowledge service, by an international consortium led by EODC (Earth Observation Data Centre for Water Resources Monitoring GmbH). The aim of the report is to describe the annual product and service quality assessment (QA) of the operational GFM product, performed and reported on a quarterly basis during 2024. Specifically, the report presents and discusses the 2024 QA results for: (a) the two main GFM output layers, i.e. Observed Flood Extent and Reference Water Mask; (b) the GFM processed archive of worldwide observed floods and water bodies; (c) the GFM product timeliness, service availability and user uptake; and (d) the GFM Exclusion Mask. The validation of the GFM Observed Flood Extent and Reference Water Mask was carried out based on 12 selected Use Cases of worldwide flood events, nine of which occurred in 2024, and seven of which occurred during 2017-2021, which are included in the GFM archive of worldwide observed flood events and water extent. The 2024 GFM QA also includes a validation of the new approach for post-processing the results of the GFM flood mapping algorithms, which was developed during 2024, and which leads to an average improvement of +6.3% in the GFM’s thematic accuracy (as measured by the Critical Success Index). This report is the fourth in a series, following the GFM annual product and service quality assessment reports for 2023 (JRC138200) and 2022 (JRC135249), and the GFM pre-operational product and service quality assessment report (JRC131351).
