Fostering economic opportunities and stability in displacement-affected contexts: Lessons learnt from the EU Trust Fund in the Horn of Africa
The European Union Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa (EUTF for Africa) is a tool established in 2015 to address the root causes of instability, forced displacement and irregular migration and to contribute to better migration management. Its implementation will be completed by the end of 2025. In this context, the European Commission's Joint Research Centre (JRC) supported the Directorate-General for International Partnerships (INTPA) in capitalising on the results and improving the legacy of EUTF operations in the Horn of Africa (HoA) region through a study. This Science for Policy Brief is part of this context and is based on the analysis of 47 EUTF projects in the region, aimed at identifying the more or less effective strategies for increasing, improving, or diversifying employment and income-generating opportunities. By highlighting the most promising approaches and interventions, this document aims to inform the design and implementation of future actions under the Neighbourhood, Development and International Cooperation Instrument. Finally, the document also provides recommendations at the strategic and programming level, which are addressed to both EU actors and implementing partners.
