JRC Statistical Audit of the Agricultural Sector Resilience Progress Indicator 2025

The Agricultural Sector Resilience Progress Indicator (I.9) is an innovative multidimensional composite indicator that evaluates the status and progress of various factors impacting agricultural resilience in EU27 countries, particularly in response to climate change. I.9 serves as a novel tool for ranking the performance of EU Member States, supported by a conceptual framework open to further development. Although the indicators are pertinent to enhancing the understanding of agricultural resilience, further expansion and refinement are planned to improve a higher level of statistical coherence and significance for characterising the EU’s agricultural sector resilience. As the I.9 continues to evolve, there is potential for improvement in areas such as conceptualisation, input indicators, their transformation, and aggregation methods. The European Commission’s Competence Centre on Composite Indicators and Scoreboards (COIN) at the Joint Research Centre (JRC) in Ispra was invited by the developers to conduct an inaugural audit of I.9. JRC-COIN's objective is to ensure the transparency of the composite indicator methodology and the reliability of its outcomes. This JRC-COIN audit focuses on data quality, the statistical robustness of the index’s multi-level structure, and the impact of key modelling assumptions on results. The JRC-COIN team conducted the statistical assessment of I.9 between March 2025 and May 2025. The aims of the JRC-COIN audit are to: • Investigate the characteristics of the underlying data and identify any calculation errors. • Assess the associations between indicators to determine their alignment with the conceptual framework. • Review the methodology used for transforming, weighting, and aggregating data. • Evaluate the impact of modelling assumptions and the robustness of I.9 rankings. • Recommend modifications based on the conclusions drawn from the above analyses.
