Assessing the relevance and coherence of the root causes approach: Insights from EU Trust Fund programming in the Horn of Africa
The European Union Emergency Trust Fund for Africa (EUTF) was established in 2015 to address instability, displacement, and irregular migration in Africa, with a budget of almost 5 billion euros for 26 countries across three regions. With the EUTF concluding in 2025, the JRC conducted a stock-taking exercise to assess the relevance and coherence of EUTF actions in the Horn of Africa region. The study employed a multi-step methodology involving a comprehensive desk review, systematic screening of EUTF Action Documents, and validation through expert consultations. The JRC analysis examined three key aspects: relevance to context, beneficiaries' needs, and policy objectives, including the ability to adapt to changing circumstances like political shifts, climate change, and the Covid-19 pandemic. This Science for Policy Brief complement existing evaluations and studies on the EUTF, providing insights to inform future programming and policy discussions. Itprovides policy implications, including the importance of coherence and alignment between development and migration policies, complementarity in the use of available instruments, and setting realistic expectations for migration impacts of development cooperation.
