This report proposes key insights drawn from 10 projects funded by the European Commission Internal Security Fund (ISF) aimed at enhancing the protection of places of worship, by analysing over 70 deliverables across security and crisis management lifecycle phases: prevention, preparedness, response, and recovery. A structured analysis and review map each deliverable according to Human, Technology, and Organisation (HTO) dimensions, as well as Ethical, Legal and Social (ELS) considerations.
Most deliverables focus on prevention and preparedness, highlight the critical role of human factors and the need for inclusive and context-specific security planning. The analysis shows that, despite progress, a gap persists between awareness and action, especially at local levels lacking technical and organisational resources. The report offers concrete recommendations to bridge this gap and improve access to knowledge in a more structured and centralised manner.
