The Joint Research Centre (JRC) of the European Commission is tasked with conducting a technical evaluation of the Clean Hydrogen Joint Undertaking (Clean H2 JU) programme, utilising data collected by the Programme Office (PO) from various projects. This data, along with other relevant information, is stored in the JU Knowledge Hub, verified by the PO, and then used to assess the progress of projects under review, forming the core of the Programme Review Report. The Annual Programme Technical Assessment Report (APTAR) ensures that the Clean Hydrogen JU Programme remains aligned with its founding regulation and Strategic Research and Innovation Agenda (SRIA) for 2021-2027. Initially, external experts conducted the programme review from 2011 to 2016, but since 2017, the JRC has taken over this responsibility, following a recommendation from the European Commission's Internal Audit Service, as part of its contract with the Joint Undertaking. This document outlines the methodology used by the JRC to evaluate the annual progress of projects, which are organised into "Pillars" and "Research Areas" aligned with SRIA priorities. The Programme Office gathers project data from multiple sources, including the TRUST (Technology Reporting Using Structured Templates) platform, project deliverables, and a customised software solution. As of 2025, data collection has been streamlined through the Clean Hydrogen Knowledge Hub platform, which consolidates all project data into a single database, replacing previous methods and enhancing efficiency.
