The drivers of twin technologies in the EU
This policy brief underscores the importance of understanding drivers of twin technology development—integrating digital and green innovations—to accelerate the EU’s twin transition. It identifies firm- and regional-level factors critical to fostering cross-domain innovation and highlights the need to overcome barriers such as cognitive lock-in in green sectors.
Key policy recommendations include balancing regional specialization with diversification into new technological areas, leveraging EU funds like the European Regional Development Fund and Competitiveness Compass, and aligning regional strategies with the European Green Deal, Digital Strategy, and Fit for 55. Prioritizing incentives for cost-effective green technologies, investing in digital-green skills, and linking innovation policies (e.g., Industry 5.0, European Innovation Agenda) can bridge the gap between technological development and market deployment. By promoting collaboration between digital and environmental domains and scaling local strengths, the EU can strengthen integration of technologies like AI and Internet of Things into green sectors, drive sustainable industrial transformation, and reinforce its global leadership in the twin transition.
