Energy Storage Targets in National Energy and Network Planning: An EU-wide assessment based on EC Recommendations
This report provides an overview of Member States’ progress in implementing the EC’s recommendations on energy storage, structured around key measures in national energy, climate, and network planning across the EU. It begins by examining the European energy storage landscape, outlining relevant EU-level policies and deployment patterns across Member States, with particular attention to those operating high levels of storage capacity. The analysis draws on clearly defined assessment criteria, applies normalisation techniques, and uses visual tools such as maps to enable consistent comparison across countries. The review covers 27 National Energy and Climate Plans (NECPs), the Distribution Network Development Plans (DNDPs) of 55 DSOs, and the Transmission Network Development and System Plans (TNDSPs) of 30 TSOs, providing a representative picture of how storage and flexibility are addressed across EU planning frameworks. This approach enables a coherent evaluation of emerging trends, highlights differences in national implementation practices, and identifies examples of good practice, supporting a more actionable and comparative assessment to inform future EU-level policy development.
