This report provides a comprehensive review of research and best practices on matrix organisational design, a structural response to the challenges of integration and coordination in complex, rapidly evolving environments. As organisations navigate increasingly dynamic environments, traditional hierarchical structures are often insufficient to meet the demands of simultaneous excellence across multiple dimensions. The matrix organisational design, characterised by dual or multiple reporting lines, offers a flexible and adaptive solution, enabling organisations to balance competing demands and enhance collaboration, knowledge sharing, and innovation. Drawing on empirical evidence and cross-sectional studies, this report offers actionable recommendations for the successful implementation and optimisation of matrix organisational design, with a focus on public organisations and other complex contexts, including from the EU.
