Measuring the spatial structure of EU farms

Integration of IACS and FSDN for enhanced and simplified policy implementation
Given the importance of understanding the spatial structure of farms to gain insight into farming systems, JRC developed a methodology to measure it within the Farm Sustainability Data Network (FSDN) survey framework to support DG AGRI. Indicators to capture the spatial arrangement of parcels in EU farms were computed using the common agricultural policy (CAP) Administration and Control System (IACS) dataset collected in the framework of the IACS quality assessment exercise. We used fragmentation and dispersion indicators to classify all EU holdings into 18 categories. The most prevalent type is small to medium-size, compact holdings (46%), i.e. those with one group of parcels at a distance of 10 km and only a few groups of parcels at 1 km. We characterised each Member State based on the frequency of these categories. This case study demonstrates the potential of using IACS data integrated with other pan-european agricultural datasets to support policy implementation and anticipation, provided that data from all Member States is gathered and harmonised.
