A guide for practitioners on Articles 7-10 of the FNA methodology

This report provides a compact guide, implementation-oriented introduction to the Flexibility Needs Assessment (FNA) methodology approved by the European Union (EU) Agency for the Cooperation of Energy Regulators (ACER) as Annex I to Decision No. 05/2025, in application of Article 19e of Regulation (EU) 2019/943. The FNA is the analytical basis on which Member States set indicative national objectives for non-fossil flexibility. The guide focuses on system-level flexibility needs, covering the common Article 7 data route and the interaction among Article 8 integration needs for renewable energy sources (RES), Article 9 ramping needs and Article 10 short-term flexibility needs. Network-level needs (Articles 11–14) are referenced but not covered. The methodology explanation is complemented by a synthetic one-week case study for a fictional bidding zone, used to illustrate how residual-load ramps, forecast-error uncertainty and renewable curtailment are linked, and how the anti-double-counting rule between Articles 9, 10 and 8 is applied. The example is deliberately smaller than a regulatory FNA and its scope and simplifications are made explicit as needed.
