The second FIRE Workshop (2026), co-hosted by the JRC and DG AGRI, gathered over 300 participants (in-person and online) to address challenges in implementing the CAP’s Integrated Administration and Control System (IACS). Key goals included reducing administrative burdens, improving the Area Monitoring System (AMS) through AI, drones, and Sentinel satellite data, and preparing for the European Land Monitoring System (ELMS)—a proposed upgrade for the 2028–2034 CAP period. At the end of the workshop, participants called for clearer guidance, pilot studies, and simpler ElCos ahead of the 2028–2034 CAP. Key recommendations included cross-country collaboration, better data access (e.g., Sentinel-2 upgrades), and farmer empowerment through data ownership. ITo conclude, while AMS and Sentinel data show promise, challenges like uneven adoption, complex rules, and data gaps persist. The ELMS could modernise monitoring, but success depends on equitable access, phased implementation, and stronger farmer engagement. The shift from "why" to "how" must now focus on simpler rules, multi-source monitoring, and digital inclusion.
