This report examines housing affordability in the EU, focusing on house prices, rents, and housing costs. It analyses the impact of various factors, including energy efficiency and social protection policies, on housing affordability. The report finds that while EU house prices and rents increased significantly over the last 10 years, housing cost overburden rates (where housing costs exceed 40% of disposable income), and mortgage and rent arrears declined over the same period. However, there are significant variations across EU countries and socio-economic groups. The report highlights the importance of the link between effective national social policies, such as housing allowances, and energy efficiency measures and affordable housing, reinforcing the need for a multidimensional approach to housing strategy. It also emphasises the need for timely and reliable data to inform policy decisions.
