A deep-dive assessment of the Knowledge Centre on Earth Observation
This third KCEO Deep Dive assesses how Earth Observation (EO) supports Compliance Assurance, the promotion, monitoring and enforcement of adherence to EU law. Co-designed with DGs ENV, CLIMA, ENER, GROW, AGRI and DEFIS, the Copernicus Entrusted Entities and external experts, it applies a fitness-for-purpose methodology comparing policy needs against product specifications across four criteria: spatial resolution, temporal resolution, temporal extent and spatial extent. Data quality and uncertainty are addressed as cross-cutting implementation requirements (Section 4) rather than as per-product scoring criteria, for the methodological reasons set out in Section 3.1.2. The assessment covers (i) five established application areas where EO has reached operational maturity (CAP, maritime surveillance and marine environmental monitoring, security and environmental-crime investigations, terrestrial ecosystems monitoring under the Nature Directives and EUDR, and LULUCF reporting); (ii) six emerging use cases on building thermal performance, urban GHG and air quality, energy-sector emissions, peatland restoration, water quality and critical raw materials; (iii) cross-cutting requirements on data quality, legal admissibility, operational deployment and compliance monitoring; and (iv) a synthesis of gaps and recommendations. EO already underpins major EU compliance frameworks, yet emerging use cases mostly yield partial matches: a resolution–frequency dichotomy drives mismatches, compounded by insufficient uncertainty quantification, limited legal admissibility, capacity gaps and EO/in-situ integration challenges. Recommendations follow three pathways: last-mile implementation, Copernicus programme evolution and priority research.
