Insights from case studies in two Member States
The Common Agricultural Policy includes a specific objective to address climate change mitigation. This study compares a recent ex-ante evaluation of CAP mitigation potential with GHG inventories and projections, using Italy and Austria as case studies. Our study finds that, although ex-ante CAP mitigation potential estimates and GHG inventories serve different policy purposes, stronger methodological alignment between them would improve both policy evaluation and reported emissions.
